26 September 2025

President Ferdinand R. Marcos Jr. on Friday visited the Ilocos Training and Regional Medical Center (ITRMC) in San Fernando City, La Union to check on the implementation of the government’s zero balance billing policy.

President Marcos arrived at the ITRMC after leading the distribution of cash assistance to typhoon-affected families, and fuel subsidies to farmers.

The President interacted with health personnel and patients as he visited the hospital’s department, including the Orthopedic Department, Trauma Center and the Oncology Ward, where President Marcos witnessed the zero balance billing process in ITRMC.

The ITRMC is a tertiary hospital with a bed capacity of 520, which has been usually fully occupied this year. The hospital has a total of 828 employees.

The zero balance billing policy implemented in Department of Health (DOH) hospitals ensures that patients admitted to a ward or basic accommodation services do not incur any out-of-pocket expenses for their treatment.

Launched after President Marcos’ announcement in his fourth State of the Nation Address on July 28, the zero balance billing policy has already benefited thousands of Filipinos nationwide.

In his latest podcast, President Marcos reaffirmed the sustainability of the program, stressing that public funds are meant to provide vital services including healthcare. | PND
