President Ferdinand R. Marcos Jr. on Wednesday vowed to strengthen the government’s preparedness for calamities.
“Kasabay ng ating pagtulong sa mga naapektuhan ng Bagyong Kristine, patuloy nating pinagtitibay ang ating paghahanda laban sa banta ng kalamidad,” President Marcos said in his speech during the distribution of presidential assistance to farmers, fisherfolk, and families to victims of Severe Tropical Storm Kristine in Albay.
In his speech, President Marcos instructed all government agencies to intensify efforts against the potential impacts of climate change.
“Sa bawat ahensya ng pamahalaan, paigtingin ninyo lalo ang inyong pagsusumikap nang sa gayon ay higit nating mapaghandaan ang mga posibleng epekto ng pagbabago ng klima,” he added.
Recognizing the growing intensity of typhoons, President Marcos highlighted the adoption of new designs for roads and bridges to address the challenges of climate change.
President Marcos ordered the Department of Public Works and Highways (DPWH), Department of Transportation (DOTr), Department of Trade and Industry (DTI), and other relevant agencies to prioritize the quality, safety, and durability of materials used in infrastructure projects.
“Alam nating palakas nang palakas ang mga bagyo at palaki nang palaki ang pinsalang iniiwan nito. Kaya naman, ipinapatupad na natin ang mga makabagong disenyo para sa ating mga kalsada, para sa ating mga tulay,” President Marcos pointed out.
“Sa DPWH, DOTr, DTI, at iba pang ahensya ng pamahalaan, tiyakin ninyong de-kalidad, ligtas, at matibay ang mga materyales na gagamitin sa pagpapatayo ng mga imprastraktura natin. Sa gayon, magtatagal at maaasahan ito anuman ang panahon,” the President emphasized.
The Chief Executive tasked the DPWH with revisiting the Bicol River Basin Development Program (BRBDP). He said the Master Plan and Feasibility Study were completed in July 2024, and a detailed Engineering Design for the program is expected to begin in 2025.
“Inatasan ko rin ang DPWH na bisitahing muli ang Bicol River Basin Development Program. Natapos na natin ang Master Plan at Feasibility Study noong Hulyo. Sa kasalukuyan, isinasagawa na natin ang tinatawag na Detailed Engineering Design. Ibig sabihin, dine-design na talaga at ito na, hindi ‘yung konsepto lamang kung hindi talaga ‘yung dino-drawing na, ‘yung ano ‘yung itatayo natin at inaasahan natin na itong proyektong ito ay masisimulan sa susunod na taon,” the President said.
President Marcos directed the Department of Budget and Management (DBM) to streamline the Quick Response Fund and provide seamless access to NDRRMC Fund for local government units (LGUs).
“Sa usapin naman ng pinansyal na suporta, pinapadali natin ang proseso upang mapabilis ang access ng mga lokal na pamahalaan sa NDRRMC Fund. Kaugnay nito, bini-bilinan ko ang DBM na tiyakin na tuloy-tuloy ang pagtugon sa mga pangangailangan ng ating mga ahensya sa pamamagitan ng Quick Response Fund na magagamit sa tuwing may sakuna,” President Marcos said.
The President reaffirmed his commitment to expanding and enhancing all measures to prepare for future calamities, urging the cooperation of everyone to ensure that no one is left behind.
“Hindi tayo magpapatinag sa mga trahedyang ito; bagkus, palalawigin pa natin ang ating paghahanda at bibilisan ang ating pagkilos upang mapigilan ang pag-ulit ng ganitong epekto ng mga kalamidad,” the President said.
“Kaya’t sa pagkakataong ito, hinihikayat ko ang bawat ahensya ng pamahalaan at ang bawat Pilipino: Magtulungan tayo upang matiyak na walang maiiwan sa ating laban kontra sa mga hamong dulot ng pagbabago ng klima.” |PND
